It's badly measured. That's what we find in almost every account we open: pixel events iOS stopped reporting, a prioritised event set nobody configured, and spend being judged against a conversion count the CRM has never agreed with.

Since App Tracking Transparency, the browser pixel sees a shrinking fraction of what happens after the click. Everything downstream — bidding, attribution, your budget decisions — inherits that gap unless the events are also sent from your server.

Boosting vs. Managing
This isn't an argument that Ads Manager is too hard for you. It's the four things we find broken in almost every account we take over — none of them visible from the Boost Post button.
Browser events are lost to Safari's tracking prevention and to App Tracking Transparency opt-outs. Without the Conversions API, Meta bids on a partial feed and reports fewer conversions than you actually got.
Aggregated Event Measurement caps a verified domain at eight conversion events, ranked in priority order. Left unconfigured, Meta ranks them for you, and it rarely puts the one that pays you at the top.
Too many small ad sets, budgets edited every few days. Each significant edit restarts learning, so the account spends its life in the most expensive state Meta has.
Boosting leans toward engagement. You get cheap likes, no conversion objective, and no retargeting audience built at the end of it.
